Humans themselves. This is explained several times. Genetically humans are not that different from Viltrumites and therefore interbreeding will not cause an issue with 'weakness'. Mark being as he is shows that Viltrumites could easily reproduce with humans and produce Viltrumite level stuff. Hell, whatsherface specifically says that Earth is being fricked and people are being killed by humans more than Viltrumites would do.
