This, flowers are just kind of a forgettable gift. You buy them, they get acknowledged for a few minutes as the receiver says thanks and finds a vase, then a couple weeks later they're in the yard waste. Chocolates are a better "traditional" gift route.
Why was this story written? It was long after he and Starfire were broken up, and it was even after Babs broke up with Dick in that One Year Later story across DC. The whole thing never made sense to me.
If it was editorial meddling, it would be DC trying to say Babs is Dick's true love while not letting them be together (because heroes settling down is boring per Didio), because Dick just couldn't resist cheating on his fiancee with Babs.
But if it wasn't, Andreyko was running hot with Manhunter at the time. It was a more mature title where the protag Kate is a hot mess and her being a cheat wouldn't be too out of character, especially since she literally was a brand new character. And most of the relationships in that book were kinda messy for drama purposes. So if editorial didn't tell him to do it he was just bringing that sentiment to very established characters where that doesn't really fly, and I don't think he anticipated the main character having one of the loudest and annoying fanbases ever (in relation to its size) almost 20 years later.
If I remember right, Dick not only slept with Barbara in the days leading up to his wedding to Kory, but invited her to his wedding literally the following morning, and she had no idea he was getting married.
