She's pretty white in the film, but the promo art did make her even whiter. Her actually model is noticeably tanner in the film than it is in the promo material, especially compared to the other characters. It's also a lot darker in most of the concept art, even pretty damn late in development.
Honestly, it feels like the people who actually worked on the film wanted her to be latina, and some executive got cold feet very late in development and started screaming "LIGHTER! MAKER HER LIGHTER!!!!" If the film came out this year, she would have looked more like the version in the pink sweater here (not her final model, but damn near it). The art book is shockingly illuminating on this front, because you can see just how late in the game they lightened her skin. Her VA even said in an interview that she was asked to tone down Honey Lemon's accent, which you can still hear in a few scenes.
Like, looks how close to her final design these pieces of concept art are. it was pretty damn late in development that they lightened her. I wouldn't even be surprised if it happened mid animation production. Especially since the darker skin suits the coloring of her clothes better. People love to call Disney woke, but honestly, there are a LOT of execs who get cold feet at the notion of dark skinned leads in their movies. I'd love for an artist who worked on the film to go rogue and spill the tea on how this all played out some day. Her skin is dark in almost all of the development work, until the last second when it suddenly gets light. You don't get that far int he game just to make a sudden change like that without someone specifically requesting it.

They played a bit more with her coloring in very early concept art, but trended dark as they got closer to production. All of the concept art that actually resembles her final design in any significant way have darker skin. I genuinely do not care how light or dark Honey is, her VA is just as light skinned as the actual character, but these renders are obviously VERY close to the finals, and the fact that the only big change made to any of them, outside of styling, was to give Honey noticeably lighter skin and hair fascinates me.
