It isn't. It was mostly loved by critics and audiences and each installment broke even at the box office.
But a lot of spergs and chudcels hated it for either fanboy or socio-political reasons.
The only one people liked was the Force Awakens, and that hype quickly died off. Even I liked it the first time I saw it in the theater, but the second time it lost something. I feel like the second time I watched it was the first time I really saw that movie.
Rise of the Skywalker is honestly one of the worst films ever made and should be studied for that reason.

Because that score was recorded in 2017. Prior to 2019, the RT audience score system was freely open to any registered user. After Captain Marvel, however, RT execs decided to rework the system so that only registered users Fandango movie passes (AKA shills) could leave reviews (this only applied to theatrical films, not streaming) as a way of "keeping trolls from review-bombing new movies," all for the true purpose of protecting their woke-leaning propaganda. Ever since Feb. 2019, the audience score for theatrical films has a "Verified Ratings" title up and front, and all 0/5 star ratings are excluded from contributing to the cumulative aggregate.
One other thing to keep in mind that the head of RT is a former Fandango president who also used to work at the Walt Disney company. He has discreet business ties with them. Make of that what you will.

Star Wars toys used to dominate toy shelves, taking over an entire section, but around the time Rise of the Skywalker came out, they took up a narrow section that's as big as wrestling toys.
In the past, even when there was no movie or cartoon pushing sales, Star Wars still took up a third of the shelf in toy aisles, which also used to be bigger.
And this was despite gluts and huge clearances, where stores were stuck with a ton of left over stock from Phantom Menance and Clone Wars. It took less than a year for them to get rid of that trash and continue ordering the constant waves Hasbro kept on pumping out. With the sequels, stuff from Force Awakens was still on the shelves by the time RotS came out. This meant, for 4 years, that old stock took up space that was meant for new stock. So even with smaller sections for toys, they still ordered less than the allotted space (on shelf and in the backrooms) could hold.
It's pretty pathetic when movie lines like Rampage get almost as many orders as Star Wars does.
Lots of reasons that I don't have time to go over right now. Point is, it was one of the biggest cinematic failures in history and everyone, even Disney, knows it. They're so bad that it amazes me that it was made by people who had professions in filmmaking.

I never knew what the stakes were at any point. Is the resistance 10% of the republic, 50%, 90% or exactly the republic? Is the first order 10% of the empire, 50%, 90% or the entirety of the empire and their might?
A core feature of your movie needs for the audience to understand "what happens if the good guys win by the end of the movie versus the bad guys"

I'm one of those people who loves Last Jedi and thinks it's a top-3 SW movie. Rise of the Skywalker was so bad that it completely killed my interest in Star Wars and the only related thing I've watched since is The Mandolorian.

It's literally the only film series in history to go down one BILLION DOLLARS from the first to the last.
Just try and wrap your head around that number, one BILLION DOLLARS less from the start to the end, just try and imagine you're a shareholder and you see a movie series start off as the third highest grossing movie of all time, when basic spinoff makes over a bullion dollars, then imagine the next movie has a nearly identical opening and people are projecting it at 2 billion minimum, all they have to do is just keep the ball rolling and you're literally swimming in money to justify the purchase price.
Then imagine the sudden drop after that opening weekend leading to the thing making less than Age of Ultron, Hasbro reporting their 'Partner brands(You)' are 300 million in the red while all their other properties are in the green, then you have the very first box office bomb in Star Wars history. The merch is literally, not figuratively, being pushed into a giant ass shredder because nobody, not even liquidation stores, want it. Your characters aren't selling, and the last entry can't even beat JOKER. The property was number 1 on the highest grossing media franchises in 2011, now it got overtaken by Winnie the Pooh simply because the property poisoned the brand so much that it still sells merch, and nobody even wants the merch that used to sell because you fucked over the characters so much. They thought they were bringing in a "New audience", but that audience didn't show up, they didn't buy shit, and now you have an empty 2 billion dollar park attraction
Now that Avatar 2 is a boffo success, they don't even have the hope that someone will take their world record drop of 732 million dollars between the Force Awakens and Last Jedi, Seven Hundred Thirty Two Million down despite neigh identical openings, that's how much of a failure it was.

Think about it: A single action figure costs about twice as much as a movie ticket, a video game about five times as much, and some of the larger things like the big Star Wars Lego sets could cost as much as 50 times the price of a movie ticket. Creating a single dedicated Star Wars fan is worth, in the long run, several hundred times more than a casual audience member who goes to see the movie once and then forgets about it.

Because, unlike Natalie Portman or Carrie Fisher, the ST lacked any scenes showing a single bare midriff.
The failure of the trilogy falls squarely on Lucasfilm under Kathy's leadership throwing out George's guidelines then not pre-planning the new script and plot for the trilogy as a whole. This resulted in Rian shitting the bed with The Last Jedi by not making a proper bridge movie that actually followed up on all the beats that were set up in The Force Awakens. If JJ had done all three it might have been bad but at least it would have been cohesively bad instead of the disjointed mess it became.

They didn't have any plan for the story. The first one is just a New Hope with the names of the characters and planets changed. Then every film in the trilogy has nothing to do with the other films and actually goes against them, seemingly deliberately, so each film is kind of its own individual story. The last one is so bad it looks like a reel of deleted scenes from other movies that were adapted to be Star Wars. And on top of all that, it has the worst, uglies, stupidest looking, most unimaginative aliens I have ever seen in Star Wars. They all just look like blobs. It blows my mind that this awful fucking trilogy ever even happened.

Not even Lucas could ever manage to do that with the tepid prequels, because at least those films still sold toys, vidya, and other memorabilia. Simply put: shit story with no cohesion, wasted actors of multiple generations, wasnt original or special, marketed to middle aged man children with income to spend on dumb shit, ruined classic characters and their legacies.
I like all the characters and I just think the stories sucked really bad. They make diversity more a priority than hiring people who study literature and can write. There’s tons of EU authors they could have pulled to write a great Star Wars script with new characters.
Probably did OK financially but there's no way to continue in the story in the same spirit as the originals that doesn't cheapen the ending of Return of The Jedi
