The idea is that by doing a marketing blitz for the film and the surrounding hype with the film puts it into the minds of parents, aunts, and grandparents who will buy it or Spongebob merch.
The other thing is, these films live on in home video for ages, a three year old who wasn't even alive when the last one came out doesn't need to see a threequel and quadquel in cinemas, the old films will do the job of getting them to demand Elsa bedsheets and a Elsa dinner bowl just fine.
A CGI film can cost like 100 million dollars, yes the studio gets a maybe 10% of that back in interest on the loan, but they still need to spend around another 100 million in P&A. That's almost 200 million dollars they need to pony up for an existing property that is probably still generating them passive income. Why would they spend money if they don't have to?
