It's because PG13 has basically killed the main stream rated R film for anything but horror. Even then some try to scale it back and make PG13 horror anyways. There is more profit in the wider market of PG13 and the industry also started to limit when they would even run ads for R rated films.
You can't really have a raunchy teen film without an R rating or it's just going to suck. Yet they just don't make R rated film much anymore in general. It's watering down damn near everything in modern movies to make it kid friendly. It's why I would really like to see a PG16 rating that is basically your modern R for most topics and leave R for the really over the top splatter fest sort of films.
Then again that just opens up the door for even less rated R films as they try to stuff them into the PG13 box. The damn MPAA should not have this much power over film content. I'd do away with any limits to viewership other than X rated/NC-17. Making everything from R rated on down only a suggesting as to content, not a limit.
