You were a kid and easily impressed
This, it was no less scary than the other ones but since kids see this and think "this could actually happen to me!" it becomes a lot more horrifying for them.
That segment barely had jokes, and the few jokes it had werent particularly funny, so it felt like horror was the focus.
Pretty much every Treehouse of Horror had one segment that was outright horror driven with a bit of comedy thrown in. The haunted house from the first Treehouse of Horror was played mostly straight too.

It's pretty much just as intense as the others from the time, the difference is that this one focused on kids and you were probably a kid when you first saw it. Scared the piss out of me when I was a kid too for that exact reason, now I just see it as another fantastic entry from the golden age
I think the scariest part for a kid is the adults not believing the children, like in the gremlin bus episode too
They probably felt like doing a horror short film instead of a parody or horror-comedy.

think about it OP, this is the worst and poorest school in a school district that's permanently strapped for cash because every time anybody talks about budgets somebody does the the finger thing that means money
yet in this episode they had a large enough budget to buy and install a giant blender in a purpose-built room, AND a way of getting rid of low-achieving kids AND a way of feeding all the others without dipping into the school budget
this is what a properly funded education system is capable of, and it scares your conservative instincts to think that if it weren't for lowtax morons holding everyone back, things could really get shaken up around here

Homer forgot to pick up Bart after a game or something and he hated Homer after that, him becoming 'dead' for Bart, visualized by picrel
Bart's pissed off at his father and basically imagines him in hell. Funy thing Homer's actually asking for a hug there
For me, the most disgusting episode of Halloween is the one that Homer eats himself
