    it was out-of-character foreshadowing. in the 1984 Dune this line is used much later by Paul after he legitimately figures out what desert power means. Leto had no reason to know Dune had actual sources of "desert power", he thought he was bringing everything the Atriedes needed with him.

            people didn't laugh at the line because it was in the books because in the book no one had to actually deal with how stilted the dialogue sounds read out-loud.

    The line is fine in the context of “air power, sea power” but when it’s repeated out of context a bit later it sounds a bit silly, like “girl power”. Anyway the sleeper must awaken scene with Jurgen Prochnow is so much better.
