There are plenty of American films where the American government plays the role of the antagonist, All the President's Men being a good example.

Why do you expect an American to make a propaganda movie where all Americans are evil all the time? I wouldn't expect a Chinese to make a movie where all Chinese are evil all the time, but the Chinese aren't even allowed to make a movie where some parts of their government are evil some of the time.

Apocalypse Now was famously sabotaged so hard the production was barely afloat for the duration of filming. And Coppola never outright states the US as antagonists, more that it was complicated (which is pretty much true but still propaganda no matter which way you swing it)

He's fairly explicit about taking their side actually. What you should have went with here is that in the film at least the Americans are portrayed as an opposite but still negative force. It's a big reason that the production was as difficult as it was.
