If you have clip studio paint it has a speech bubble/tail feature built in and you can always download peoples made speech bubble tools too if you want a different effect. Or i used to use the circle tool on photoshop and then draw the tails back in the day but csp is superior
1) Arrange your text first. Make the bubble fit the words, not the other way around.
2) With your brush of choice, draw a loop around the text.
3) The pointer bit needs to point at the speaker's mouth, and open towards the center of the loop you just drew (otherwise it looks amateurish and stupid). Until you can eyeball it for yourself, start by drawing a curved line from the center of the loop towards the speaker's mouth, then draw two lines on either side to make the pointy bit.
4) Erase the extra bits.
To fill the inside with a color:
1) Use the magic wand to select the interior of the speech bubble.
2) Expand the selection a few pixels so it's border is within the line itself.
3) Make a layer under the line, and fill the selection with your color of choice.
I have three dedicated layers for this in my standard page template: text vectors, above speech bubble line art, above speech bubble fill. (Below those are layers for line art, various coloring layers, backgrounds, blue pencil, references, and so on. Above them are layers for gutters, narration boxes, and special effects.)

and i think its best for everyone who tries going into any kinda art to first do as much as they can with as simple of tools as they can

its depressing how grown adults dont have that mindset because they dont see the benifit in practice and experimentation, they think its like a fricking RPG where you cant get good at the tools until you reach level 28 and unlock the skill and can now buy the official tools
or like tools and materials that cant achieve professional results "dont count", like your tools do the work for you, not you yourself
maybe thats why AI appeals to these people, its everything they wanted- a machine you can just wait for until its "good enough" (aka an actually skilled man did HIS job and programmed it for you) so that you can instantly pump out crap without EVER bearing the HORRIBLE pain of making something with your own two hands that isnt up to par and expiriencing mild ego death

I don't think there's a specific program that lets you add them with text that easy. The ones I think are stuff like MS Word. So just use the shape tool.
