Wouldn't it then make more sense for the fire nation to impose a family quota where everyone was required to marry and have children, instead of outlawing homosexuality? Seems that would actually be more effective in securing a larger population since it is still entirely possible for straight people to not have children.

Generally heavily authoritarian regimes clamp down on gay people for the same reason they do ethnic and religious minorities. They thrive on being able to lay out a prescriptive 'correct way to live' and using carrots and sticks to heavily encourage people to stick to it so that it's easier to keep a large population all marching in lockstep. The more different kinds of person that prescribed lifestyle has to take into account though, the looser it needs to be and the less effective it becomes as a means of maintaining control. Hence either killing the minorities or at least forcing them to 'blend in' with the majority.

Homosexuality actively works against population growth, which would be a high priority when you're trying to wage war against the world. There was also the belief at times that soldiers wanting to frick each other would take away from their capacity to fight, but that's more historically inconsistent.

I think a thing we forget in the modern world is that very often people did not pair up for love or individual attraction, but because it was socially/economically beneficial to do so. Arranged marriages have been normal across the world, often people would feel obligated to continue their bloodlines, and women very often needed to attach to a man just to survive given how very often they had limited autonomy. Marrying for love and the focus on romance in general is something of a modern, post industrial peacetime thing.

If I recall correctly there historically were cultures where homosexuality was permitted but people were still expected to also get married and have kids. They could just also have a gay lover on the side. There is nothing suggesting the fire nation couldn't have done this if they really wanted to squeeze out that extra population growth.
