As opposed to the Utroms just looking like that, Krang is actually a living disembodied brain, with the dinosaur-like forms his clones grew in "Invasion of the Krangazoids" being closer to what he originally looked like.
Considering Krang losing his body was part of the first season (and why Shredder had to build him the android body), that episode seems to be the error.

For me it’s too directed at children. Literally every bad guy in the show is a goofy moron. There’s never a true threat. One thing I do like about it is that it is very much inspired by classic horror films and classic sci fi films. You’d be surprised by that fact. I’m not talking about some episodes, the entire series is. It’s pretty clear the showrunners were fans of those classic movies. If you were a kid watching it, it’s something you would have never picked up on, maybe some clichés like the frankenstein it’s alive line, but not much else.
The first season is the best way to introducing someone to the franchise, it isn't too goofy, the origins of the heroes and villains are great and has some good animated battles
That it eventually ended. Serious answer though, there isn't much that can actually be called good about it, but I guess Casey was amusing in the sense of being a parody of his initial appearance? Not sure what else there is to say.
The only thing severely holding it back is the animation and that the turtles aren't allowed to hit anything. Shredder and Krang's banter is the best and this is still one of the best Aprils.
I'd hate to say it, but nostalgia. I loved the show growing up, but it doesn't particularly hold up super well. Fun to revisit if you were young when it was airing, but I can't imagine too many people being super into it if they're watching it for the first time now.
I never watched it as a kid myself but I found myself enjoying it, just gone past the travelling around the world season and while it's not as good at the first season it's still pretty enjoyable.

The brothers have a fun dynamic, there are a lot of dumb puns and jokes which are the kind I love, the villains are a barrel of laughs when they bicker, and there's the general winking at the camera that pervades the show, without feeling like it's overdoing it or trying to be too clever for it's own good.
Fun fact about the humor on the show, the voice actors had considerable leeway to write their own jokes. Stuff like the 4th wall gags or Shredder and Krang's old married couple bickering came from their actors just having fun.

For however shallow being Shredder's monster maker might be, its certainly better than all the baggage that comes with the Utroms otherwise.
Which is funny since a previous episode contradicts this by showing Krang to be a part of a Utrom like race.
