Digital animation can still look incredible. The problem is untalented artists are the ones working on them. I give early 00's anime a pass because it was a difficult transition to go from cel to digital and hadn't been perfected yet and at least many of the shows that were produced at the time were very good which I can't say the same about now

Most old anime don’t look that good. Movies and OVAs usually have good animation but television shows are basically slide shows, look at the 90s Berserk anime for example, 90% of the action scenes are just still frames of blood spatters. They literally have a word for scenes with good animation because its otherwise mediocre.

This is a dumb misconception and a form of cherrypicking based on specific scenes from your one example which is Berserk. Believe it or not animation in the 80's and 90's had the highest budgets for television animation in Japan and consistently higher quality animation than any other era for anime. Yes they did cut some corners now and then like they always have including now but to call the programs "slide shows" is idiotic. Characters were always more expressive and there was more movement happening on-screen than there are nowadays in most of the shows that are produced.
Berserk wasn't even a good example especially when you compare it to modern day CGI Berserk which makes the classic look like the greatest show ever made. The 90's show didn't have a huge budget but it made the best out of the money it had. Making artistic decisions to make up for their lack of budget while still putting good animation in there for those in between shots of still frames. Any of it's shortcomings has nothing to do with it being old. It's all about the money that gets put into something.
I'd rather see iconic Dezaki pastel chalked freeze frame shots in old anime than whenever modern anime is too lazy to properly animate an action sequence and relies on transitioning to ugly ass CGI right in the middle of the action

Early 2000's anime felt like no one had figured out a computer yet. Like best practices got set back 30 years. I remember discussion on /m/ about the cyborg 009 remaster how like the masters were like <480p.
I bought that BD because I love that franchise so much and it looks alright for what it is. I think to see anime from that period in HD would actually make it look worse. It's probably for it to be viewed is a lesser quality.
Tried watching it before that release was out and the one place I found it had to have been in 240p. Really do need to give it another shot though, early 2000's had some great revivals of classic stuff, like Tetsujin and Mazinkaiser.
HD stuff from the era looks fine. Gainer aired less than a year later. It's more that the only copies available of some shows just look like shit.
