    9/11 happened and this show dropped. So when Jack was torturing literally everyone for information the country was like FRICK YEAH! Then liberal softies grew a conscience and Jack Bauer was seen as a shitty person for all the torture. Suddenly it wasn't as cool to like Jack Bauer.       The never listening to Jack thing is the one that truly started pissing me off as it went on. He singlehandedly saved the planet like 50 times and everyone in the government knows in hindsight that if they had just listened to him from the start it all would've been resolved in 4 hours instead of 24, with 1% of the casualties. And yet still they still just keep on sidelining or arresting him.
      That's what made the final season so great. That black dude director after one frickup from not listening to Jack started following his lead (which of course got him fired), and then Jack became a rogue element and finally got to go on the rampage he always wanted. Gets his nemesis killed and then disappears into the sunset.

            Unironically Gene Rodenberry got it right. On Star Trek TNG Picard 99.999% of the time listened to the suggestions of Data, Riker and Geordi without question. He knew they were great at their jobs and trying to do what was best. We never got a "Number 1 you're a hot head and I won't have you risk the lives of blah blah" every fricking episode.

              That can easily be explained by being the future and society have learned to listen to their best people and not be so strict about chain of command. 24 takes place in the modern world where its most important you do your job by the rules than to get results. In there even the president is not free to do his will, he is even more constrained by circumstances and people's expectations of him. As we can see time and time again when the president stops following the play book the second in command will try to do a coup against him, claiming he is unfit for office.

                Its realistic. 24 wanted to be the ultimate realistic spy/cop/action show and it did that. In the real world people follow the chain of command and are more afraid of loosing their jobs than having a nuclear bomb explode in manhattan, which probably just means increase in funding and job promotions. The unrealistic part is when Chloe or Aceveda listen to Jack in the first place in detriment of their job/position.

                The president is constrained by circumstances more than most people. He has bosses, lobbyists, staff and has to balance the power dynamics of all of them to get the job done (assuming he wants to get the job done). Jack is a small fish so he has very little care for the rules and gets away with it because he is a hero and just saved the country.
