Because at the end of 28 Weeks Later we see infected running through Paris, so without the barrier of the English channel, Rage will decimate the population of all Europe, the virus might also mutate, causing a whole host of problems, and the few surviving humans will be struggling to rebuild. But we know there's a time limit on the infected before they die of starvation. The virus comes back in Weeks because of a carrier. In 28 Years there is no logical explanation for the virus to still be around. Either everybody has been wiped out and died or the virus disappeared again and the remaining population has a handle on carriers or has even developed a cure.
The only way you get a film is if someone has unknowingly been a carrier for 28 years and never once infected anyone by chance until the end of Act 1.

If I had fulfilled my plans to stock 1 month worth of canned food in the basement it'd be an easy win. I'd wait for a month and then gtfo when they start getting weak/dying of starvation.
