    Because at the end of 28 Weeks Later we see infected running through Paris, so without the barrier of the English channel, Rage will decimate the population of all Europe, the virus might also mutate, causing a whole host of problems, and the few surviving humans will be struggling to rebuild. I'm guessing some military morons will be raping and being grossly incompetent like in the previous two films.
    Kek, make it some US Navy SEALs deployed for some nefarious purpose only to get their arses kicked as usual. Then the sole survivor can go on some post apocalyptic podcast and wail about how it's the Democrats fault.

      But we know there's a time limit on the infected before they die of starvation. The virus comes back in Weeks because of a carrier. In 28 Years there is no logical explanation for the virus to still be around. Either everybody has been wiped out and died or the virus disappeared again and the remaining population has a handle on carriers or has even developed a cure.
      The only way you get a film is if someone has unknowingly been a carrier for 28 years and never once infected anyone by chance until the end of Act 1.

      Skipping Months and going straight to Years is an interesting choice but I wonder if Months will be a prequel to fill in the gaps anyway I could see the followin happening in

      If I had fulfilled my plans to stock 1 month worth of canned food in the basement it'd be an easy win. I'd wait for a month and then gtfo when they start getting weak/dying of starvation. Only serious problem would be after the water supply is cut but I'd fill every container in the house with water including the bathtub on day 1 so it should be fine.

Also the viral load is not constant, it fluctuates, many factors can affect it, something as simple as taking your medication late and going to your local orgy without a condom may easily spread it to a dozen people.
