The "waiting for Fy" scene was so many years old it had more than enough time to tug at the heartstrings and had enough impact. Now let them be happy again.
The only thing I didn't really like was how it now retells how Seymour died from the explosion. It feels too constructed. Tho the writers clearly deliberately well knowing about its status chose that scene to retcon, so it's a bit tongue-in-cheek.
He doesn't let Fry use it because then he would do another nasty in the pasty.
On a more serious note it's pretty clear at this point that Fry doesn't go back because he just doesn't want to. Just like how most immigrants never go back to their shithole country even when they have nostalgia of their old home.

And then he spent a few more years on a fishing boat in the arctic hunting her down until he realized he had to give her up
By the time he got back from the boat Bender blew up his apartment, turned the dog into a fossil, and burnt Fry's hair and larynx so that he realized he was Lars and went back to the 31st century
Lars spent years as Fry, living his life, spending time with his family. Even met his nephew
I still feel it should have been fairly easy to find Fry.

It's a good episode but the mom stuff came out of left field.
