Indonesia is like four-fifth of the United States population, there's bound to be people like writer of this gay comic there. Even factoring in repressing people (it's hella homophobic there), they will still exist due to sheer population size.
A lot of "western" anime artists are actually south east asians. They like anime because they're close to Japan. They can all speak English because the whites colonized them. And idk why so many of them say they dislike their own culture but they do so they prefer to hangout with westerners.

People don't talk about Indonesia so much or at least not in my experience, but it's like the biggest country by population right after India, China, U.S. I'm still baffled that I really haven't picked up or encountered Indonesian culture, there are so many of them.
Indonesia is probably the most populous country that has artists so dominated by Japanese culture. There is probably more "manga" produced by Indonesia than by Japan.
Not like well-developed successful manga, but an avalanche of decently-drawn doujinshi by volume. But what I've seen from them tends to be derivative and lacking fundamentals, so maybe that's why I don't see so many pros.
Lots of the fangirl artists I follow are Indonesian, and when I first discovered fanfiction I was surprised to find the volume of Indonesian fanfic was like second only to English on the biggest English-language site.
