They already used up that whole story in the span of a single movie. Any attempt now and it wouldn't even matter who is dead, who the villains are supposed to be, because it wouldn't be based on the original comic version, it would just be some new conflict they've concocted.
they could've at least had it span most of a phase, maybe 3, with Thanos still at the end for the entire three phase wrap-up.

Cap 1 is the 2nd best best Phase 1 solo film. Cap 2 is one of the greatest Marvel films, and Cap 3 is also great.

They (barely)used Civil War. They needed Cap & Tony to fight. That led to the Avengers breaking up, which led to them losing to Thanos in Avengers 3.
