Stairwells were all in the core of the building together and they were either sheered through by the plane's wings or destroyed when the buildings twisted upon impact. In the north tower in the upper 80 level floors they were below the impact but there was only one stairwell that worked because the twisting jammed the doors in the frames for the other two and even in the one that 'worked' 2 dudes had to go up floors from 88 to help people in the floors above to open the doors on that stairwell.
