Dixon's Birds of Prey wasn't he best book on the shelves, but it had a unique charm. It had an identity. You could close your eyes and picture what a "Birds of Prey" story might look like... probably Dinah in a disguise, trying to make her way around somewhere she shouldn't be, with Babs talking to her via an earpiece.
This picture is basically Suckerpunch, just a collection of women fighting the Hordes of Mordor. It has no distinct personality of its own. This is the Anytown USA of comics, with nothing to link the cast except the idea of "women doing it for themselves," ramped up to such an extreme degree that Harley fricking Quinn is giving a free pass because she's female too.

The general rule of "bloodthirsty antihero man" is entirely dependent on how much they show us. That's part of the issue, we were introduced to Harley when she was a civilian murdering sociopath and that's still hard to get past.
Honestly, Season 1 of the show worked damn well because she was a villain protagonist while season 3 forced her into the role of "hero" even though it was made pretty clear heroes and villains were basically treated like a reality show in that world
Harley is just a poor woman and isn't responsible for her own actions. All her crimes rest solely at the Joker's feet because he was the big bad man manipulating her.
Harley never murder anybody in her past. Literally all of the murder you think she done was Joker doing. Its like how nobody blame Superman when he gets manipulated by a villian.
The people behind DC have the problem of either making it so that Harley was manipulated by the Joker, but that takes away her agency so that's bad, or none of those murders actually happened.
It's funny, Harley was a good example of someone with Stockholm Syndrome, and she fit in perfectly with the other villains in Bathman's Rogues. If the writers would just accept that she did fricked up shit in the past, even because she wanted to appeal to her abuser, it would make for a more well rounded character.

So they'll have another actual POPULAR hero other than Batman. As while Superman and Wonder Woman are famous and iconic they aren't particularly popular, and GL movie flopped ruining that character's/franchise's chance and this was around the time Flash's show started so his popularity was in his infancy and hadn't caught up to the comics yet

B list. They can hold a book, fans love them, but they're not huge.
There is no C list. The rest are all D list.
Iron Man used to be a C-Lister until the MCU movies
He had a cartoon in the 90s. The only way you can claim that is saying that only Spider-Man and X-Men characters were high ranking.
Human Target had 2 live action shows. Being adapted to another medium doesn't mean they are A-listers. Iron Man's cartoon wasn't particularly successful either from what I remember. It only got 20 episodes.
Human Target is super cool and should be used more, people like him, sucks that King wrote that trash too. People who run DC Comics are morons accessing what characters people want to read more of.

They took a book that worked best as a couple of hot women going around the world doing Mission Impossible adventure shit and wearing disguises and things, and they added Big Barda to the mix. She works in Birds of Prey about as well as she would work in a James Bond movie. Just DC convincing themselves that what made the book work was that it had girls in it, and deciding any girls will do.
