It made perfect sense. It was a dystopian story. But Disney doesn't do that sort of stuff. Dystopian stories don't have characters that are hopeful thay can "save the world." Dystopian stories have characters that save themselves from the world. I remember Byron Howard talk about it. It ended with Nick and Judy running away from Zootopia but Disney wanted Zootopia as a place people would want to go to.
