It's not official, it's just a list of actresses who were active at the time and could have conceivably been cast for the role in another timeline. Some are more realistic than others.
Courtney Thorne-Smith for example was living in California at the time, in between major projects, and fit the basic description for the role. But instead she went with Melrose Place.

I like Molly Ringwald as Scully. Would have been a different take on it but her vulnerability would work well against scenes when Scully gets tough and pulls her gun on some butthole.
It's why the character is so effective since her gender is irrelevant in 99% of situations. Scully is very attractive but if you were to describe her character "hot chick" would be like third or fourth on the list behind, doctor, skeptic, Catholic, FBI agent etc.
Pam's biggest hurdle would be her naturally husky baby-doll bimbo voice. She'd have to do a voice the entire time she was playing the role.
There's something about the mythology arc. So, in season 1 Scully exchanged the alien fetus for Mulder, the bad guys wanted it to make hybrids, but weren't they already making hybrids with the abductees?
Also, at some point they reveal that Samantha (and other family members of the bad guys) was exchanged for the alien fetus, so how did they lose the fetus to begin with?
