Do you really think most criminal enterprises are led by the most handsome, youthful guy with the biggest biceps? Most criminals who make serious money are older than 60 because, like almost any organisation, seniority and experience are valued in leadership roles.
That's not it all. The older gangsters are just smart enough to know that having a young kid do the dirty work keeps their hands clean. Also, as far as urban gangs go, it's highly unlikely to have a leader in their 60s, they'd either be dead or in jail by that point.
