      The whole thing was a metaphor for drugs. If I remember correctly: The kids in OP's pic were fans of the Powerpuff Girls, and got to talking about how cool it would be if they had superpowers, so they could do good, too. Mojo Jojo approaches them in an ally, and tells them he can give them the same superpowers as the girls, which he does with a little black box with Chemical X. At first they do what they intended - helping people like their idols - but then they start to lose their powers, and find Mojo Jojo, who tells them that what he did has a time limit. He gives them another dose, and this happens a couple times, with them even showing signs of addiction, before Mojo Jojo says he'll give them a stronger one on the condition that they destroy the Powerpuff Girls. They agree with next to no hesitation, and knock out the girls, which leads Mojo Jojo to reveal he's Mojo Jojo. They give up what they have left to revive the girls.

          Even as a kid I thought it was weird that the heroics were fake, but his powers weren't and he actually did have an unexplained Superman-tier powerset that he was just... too lazy or something to use to deal with actual crimes or emergencies.

      The kids got their powers from an extremely dangerous chemical from Moto Jojo, and Major Man was a fraud who faked every single thing he did for the sake of getting the glory, and when faced with a problem he didn't set up (a monster attack) wasn't able to deal with it.
