His entire career has been filling the gaps and picking up the slack of, and perhaps salvaging, other people's work. First Lucas, now Disney. Because of this he has never had much creative freedom, and I have no idea how he would handle it if it was ever given to him. Like, say he was told to outline a trilogy or a show set 500 years ABY with a totally new cast of characters and no baggage from previous outings could he do it? Or is he completely reliant on the scaffolding of working between someone else's bookends?

Because his role for most of his career, even now, has been trying to repair an IP he loves from really poor entries. Almost all of his work is about rehabbing shitty ideas so they work better. He'll never touch the characters or events, but there is an obvious attempt to try and recontextualize and improve-by-retcon ideas like Snoke and the First Order.
I think part of the problem is that the prequels had some stupid ideas (midichlorians), some wonky dialogue, and some bad acting, but were fundamentally good stories with memorable moments and characters, a great soundtrack, i.e. there was something to work with there. The sequels really don't have anything besides maybe the visual design of Kylo. It'll always be this weird dead zone in the timeline now, where everything happens in the PT/OT era, the in-between years, or a hundred years after the sequels, but never during.

A relationship between Obi-Wan and Anakin, a good reason for Anakin being upset at not having access to the master's archives without sounding like a petulant child, a much more steady and reasonable disillusionment with the Jedi that didn't just have Anakin going from monk to mass murderer in an instant, etc.

But in answer to your question, I dislike Filoni because his vision of Star Wars is that of a fanboy's, constantly throwing in cameos or characters you know from other things in lieu of any actual plot or character moments/development. He's not really interested in character motivations or psychology, or in trying to play out grand mythical arcs in a fantastical universe; he just wants to play in the sandbox. The best example of that is Filoni's ridiculous love for Mandalorians. They've never been truly interesting as a race and he doesn't MAKE them interesting, either in the individual characters or on a larger scale, but he keeps coming back to them because he loves his ebin space warrior caste with super cool fights for leadership. Filoni gets hailed as the second coming of Lucas simply because they worked together on The Clone Wars, and because his shows aren't quite as crap as the rest of Disney's output (barring Andor).
Like the other anon said, it's good that Filoni actually loves Star Wars, but unfortunately that's all he brings to the table. His skills as a writer are limited to doing Saturday morning cartoon fare, which hasn't changed a bit despite the move to live-action, and when he leans into his fanboy side, he's far more interested in nostalgia bait. Not a single one of his original ideas or characters hold a candle to any of the Lucas-created material. Even most of his character names sound off when you compare them to what George could come up with, like they don't quite fit properly in the universe. George wasn't functionally illiterate, Filoni is on top of being a lisping weasel story board artist. He wasn't flying solo with Clone Wars-- a lot of the writing and direction was not him, however he was credited. And he consented to start Rebels while leaving the Clone Wars finale unfinished FOR YEARS after the Disney purchase ... it's unearned callbacks a propos of asspulls, cargo cult shit. Tales of the Jedi is his level -- twenty minutes of sustained effort and tight exposition, that's it. Ahsoka dialogue and editing choices are frickign Dave & Dan from Game of Thrones tier inefficient amateur hour stuff. In all seriousness, its a very schizo show that can't decide what it wants to be, it has a lot of great moments, but it has a lot of just plain gay shit, like Savage Oppress. You're better off trying to find somebody's curated playlist than trying to watch it straight. There are a lot of times where it feels like there was some backstage arguing about direction and tone, and unfortunately the Jar Jar guy won more than he should have.

It’s almost INSANE how padded this Ahsoka show is. Each episode has, if we're lucky, about 10 minutes worth of plot for a 45 minute episode. Has Filoni ever heard of pacing or story? The director for the finale sucks wiener. Sabine's and Ahsoka's acting was wonky in the series overall (Ezra was fine tho), but at least their duels looked decent in earlier episodes (and great in ep 4). Meanwhile, all the action scenes in the finale were absolutely awful. Ahsoka vs Morgan was the only decent one, but mostly thanks to Inosanto.

The sequels really don't have anything besides maybe the visual design of Kylo. It'll always be this weird dead zone in the timeline now, where everything happens in the PT/OT era, the in-between years, or a hundred years after the sequels, but never during.

He's not really interested in character motivations or psychology, or in trying to play out grand mythical arcs in a fantastical universe; he just wants to play in the sandbox. The best example of that is Filoni's ridiculous love for Mandalorians. They've never been truly interesting as a race and he doesn't MAKE them interesting, either in the individual characters or on a larger scale, but he keeps coming back to them because he loves his ebin space warrior caste with super cool fights for leadership. Filoni gets hailed as the second coming of Lucas simply because they worked together on The Clone Wars, and because his shows aren't quite as crap as the rest of Disney's output (barring Andor).

In all seriousness, its a very schizo show that can't decide what it wants to be, it has a lot of great moments, but it has a lot of just plain gay shit, like Savage Oppress. You're better off trying to find somebody's curated playlist than trying to watch it straight. There are a lot of times where it feels like there was some backstage arguing about direction and tone, and unfortunately the Jar Jar guy won more than he should have.
I liked the score and visuals here. I wish we had gotten something like it back when they still had a budget for the live action stuff.

It’s almost INSANE how padded this Ahsoka show is. Each episode has, if we're lucky, about 10 minutes worth of plot for a 45 minute episode. Has Filoni ever heard of pacing or story? Everyone stands around doing nothing. They say a line, wait 5 seconds, cross their arms for several seconds, stare off into the distance, and then reply. Absolute filler Insanity.

His cartoons are just as awful. Saving all actual plot development for the last 2 episodes of the season. I tried watching "Bad Batch". Ugh. 80% of that show is filler. You could cut the amount of episodes in half and nothing would change. All plot happens in the last 2 episodes of the season.

Compare all the episode 4 duels to this crap. Ramsey is on a completely different level.
Ahsoka was lithe, graceful, and fast in the cartoon. But she always looks like she's moving in oobleck in live action. At least get her a stunt double.
The director for the finale sucks wiener. Sabine's and Ahsoka's acting was wonky in the series overall (Ezra was fine tho), but at least their duels looked decent in earlier episodes (and great in ep 4). Meanwhile, all the action scenes in the finale were absolutely awful. Ahsoka vs Morgan was the only decent one, but mostly thanks to Inosanto.
Countering lasers without the old VFX doesn't help either.
