They shot the first two season of Slow Horses back to back and they’re also directly adapting a pre-existing book series that so far consists of eight main stand alone novels plus handful of supplementary material in the form of short stories, novellas and other books set in the same shared universe with characters from Slow Horses stories making small cameo appearances.
Slow Horses is a small scale, fairly cheap to make spy show set in the UK where 99.9% of the episodes is just talk. Ahsoka is a sci-fi show with plenty of special effects, intricate makeup and prosthetic works, fight choreography, etc. all
of which requires far more pre and post-production time and planning as well as time to shoot.
Because KK has 10 "rape-George's-Legacy" projects going on at any given time, and future productions require money from the profits of the past productions to finance them. And over the past few years there hasn't been a whole lot of profit coming out of Lucasfilm. So that means lots of sucking the dicks of Fink and Iger.
