Because studio executives are people with real lives and money and they completely underestimated the autism of Star Wars fanboys whose only real enjoyment in life is living vicariously through fictional characters, they didn't even conceive a story about a jaded hero finding his faith again would be perceived by fans as an "attack" on their masculinity or whatever

So they had to make luke obi and later rey will fail and be craggy luke. The wars must never stop and nobody can have a happy ending
