There was a nightwing villain who got his neck snapped 180 degrees and survived, and now has to wear mirrored glasses to aim and look around to see what’s in front of him.

Doesn't work that way with Batman. X-Men is a team book of more-or-less equals whereas Batman is the main character and Dick is one Batman's supporting cast. The whole point of Dick becoming Nightwing was supposed to be him leaving Batman's orbit and becoming his own character, which would entail getting his own unique supporting cast.

The point of Dick becoming Nightwing was to give him a character arc to becomes a Titans character. He wasn't given a solo until much-much later and that book has always worked as a containement book for Dickgays, who just care about if he's hot and if he fricks.
Nta, Batman tolerate way worse that Jason but if you want to clutch at your pearls so badly, then only use Jason in a non-canon or elseworld stories. Jason had stagnated as a character for nearly a decade. No one knows what to do with him, and Damian I think is just a bad character now. He was interesting when he was introduced but I don't think writers know how to write him as something more than just being an ass to people besides having the setting move around.
They don’t know what to do with Jason because they don’t care about him, and they don’t care about Jason because they don’t like him. There are a lot of things to do with Jason, but unfortunately, DC is filled with Dick fans. Also, if you don’t know what to do with Damian or Jason, it’s your problem, not theirs.

Because it doesn't work with the greater Batman franchise. Jason can't become a killer hero, you'd have to address why Batman would tolerate that.
Don't set a Jason book in Gotham City, have Jason defer to Bruce's no-kill rule when in Gotham City to smooth things over. Bruce has zero issues working with other heroes who don't have a no-kill code.
I thought Night-wing was cool when I was a kid. Dick Grayson is legendary, he's the first Robin. The court of the Owls story arc also did a lot to ad to his lore.

Dick the better half of the mid 80s to early 90s being written by an out of touch old writer before he was handed to another out of touch old writer in the mid 90s. It really screwed him over because it kept getting worse and worse from that point.

No NTT means Wolfman doesn't have the clout to pitch COIE. There's no post-crisis reboots. No Man of Steel. No Batman: Year One. No Perez Wonder Woman.
