      The internet has cemented contrarianism as the cycle of cultural life. If something is popular now, it’s almost guaranteed to be popularly hated 6 months from now. This has bled into societies acceptance of the scientific community. From 90s up until late 2010s science was on a pedestal with Bill Nye, “yeah science b***h”, and all nerd culture of the internet. Now the tides are shifting and, social media creating a cesspool for misinformation, pseudoscience is running rampant.

            Microwave weapons have been developed and tested in the field. While technically non-lethal they can cause permanent skin and eye damage which makes bad press. So don't expect to see them used en masse unless the government feels it's back is against the wall during the day of rope. Sonic weapons are anouther options but again causing hearing loss and heart attacks isn't a good look. Interestingly both weapons were developed in the states but give to israel for initial field testing on the pallies.

      Making up apocalypse plans aren't a waste because they aren't made under the belief that zombies or Waterworld would actually happen, that's just a way to make the eggheads think outside the box and come up with novel ideas for the situations the government does expect to happen. Like massive amounts of climate refugees showing up at the border in huge clusters, just like a roaming horde of zombies, where you won't be authorised to use regular military tactics to kill them all. Or zombie apocalypse bases, that are really just self-sustaining military outposts in territories filled with hostile civilians, such as might happen in climate refugee containment zones or at FEMA camps for various other disasters, where they don't have any weapons to fight back on a military level but they greatly outnumber the armed military personnel and could breach defences with enough numbers if they become panicked or angry enough.

      People get squeamish coming up with ideas of how the military can handle large amounts of unarmed civilians or kill them, telling them that they're making up plans against a zombie apocalypse removes that hang-up.
