Oh shit I forgot about that. It is sort of interesting how many JoJo inspired scenes there were in western works before the 2010's anime brought the series into the mainstream.
There was one?
Zurg throws some bombs at Buzz when time is frozen just like Dio in JoJo part 3.
Ballmastrz did a good job of parodying 70's/80's future anime without being annoying about it. Other than that and a couple of other things like Ro-Boy in Venture Bros or Megas XLR I would say no. Anime references in cartoons are either typically out of touch like Speed Racer dub parodies or the awkward nods in Family Guy or The Simpsons or souless references like that Akira bike slide or barely legally distinct stickers popping up in the background.
back on the early-mid 2000s when most anime references where just speed racer lip syncing jokes or jabs at Pokémon or DBZ, this was really refreshing to see.
then again, CN was always more open to referencing and praising eastern media than most western channels
Back in 2007/08 They had a character in Heroes who could control time use the MudaMudaMuda thing a few times

Jojo, other specifically part 3 because of the OVA and game, did have some cult popularity back then.
Looking back, should it really be surprising that animators are also fans of animation? Those frickers were probably watching anime through mail-order VHS tapes long before anyone here was born
Buzz Lightyear of Star Command had Zurg possessing time stop abilities. They made a quick DIO reference with I think either mini-rockets or frozen fish, my memories fuzzy on what they were
No, doesn't exist

Cool!
lies
The simpsons anime references were extremely cringe
True
Who's the one in the background? don't tell me it's supposed to be Emma Frost
Storm
That Jojo reference in Buzz Lightyear of Starcommand

KND pretty much nailed the anime references every time they did it. You could tell Mr. W. did it because he genuinely loved the medium.
