the winters suck and last forever but if you're used to the north it's w/e.
the depressing part is that the industrial pollution combined with being surrounded by giant, freshwater seas aka Great Lakes means the sky is usually grey and overcast.
if you have issues with depression, I wouldn't.
the people and culture is pretty good, though
Try East St. Louis! It's got tons of cheap real estate(you might have to kick out homeless bums tho) and is deadlier than Detroit whilst also being adjacent the also deadlier than Detroit St. Louis
