        It gets retcon explained in BCS when he says he's from an extremely rural remote town in Chile. In very remote areas it's likely they wouldn't even speak Spanish, rather the local native American language or dialect, hence the accent

      You have a weird definition of fair, so consider evil yet principled instead where principled doesn't necessarily mean mainstream principles, but an personal set of principles they adhere to as a way to only do bad things to people who violate their rules. Gus was mostly evil to others who were also deep in the game and crossed him, if innocents ever died it was because they were close to whoever his enemy was like Lalo's family, though you can debate how innocent they really were. It's never proven that Gus had that kid Jesse was angry over killed and he only threatened Walter's family to get his ass back in line.
