Apparently the voice was inspired by a call to Mike Judge when he was making Bevis and Butthead complaining about the crass content of the show. Said caller left a voice message and had a very similar cadence to Boomhauer.
Go to a WalMart in one of the bible belt states sometimes. You won't find any lack of incomprehensible rednecks babbling incoherently to themselves while riding around in one of those remedial rider machines, trying to buy fishing line or ammunition.
There are a lot of pocket communities of Scandinavians around here with nearly indecipherable accents that speak extremely quickly. Sounds like goats bleating. It's a Midwest version of the Boomhauer.

Maybe not anyone younger, but I've seen a bunch of older Texans speak like this (especially the more rural you go). And somehow I can understand them
