Yes and no. They added additional external battery packs (those white fin things) to compensate for the power drain. It was Strike Rouge they improved the battery on and granting it extended power. It's also why the color is red because red=more power to the PS supposedly.
IIRC the first time the Perfect Strike came up were kitbashes by modellers simply combining the equipment together. When the studio adopted it as an actual design, they dealt with the power issue via a little-known design feature. The rear end of the agni beam cannon is supposed to be a battery built into the weapon to help provide extra power since it's easily the most energy-sucking weapon that the Strike has. They decided to literally attach a whole stack of these batteries to the back of the Perfect Strike to give it extra power.

Never cause the Strike Freedom wings look stupid and too thin compared to the original. Not only that, but the thinner skirt guns makes the Freedom lose part of the knightly look it had to it, and it's also stupid as frick that they go behind when Kira stores his beam rifles meaning he can't use either which is impractical as frick.
I would have given it pass had they made it buffer like this version. Give it that superhero bod.
There's something truly poetic that encapsulates everything dogshit about SEED that, to show Kira was the REAL main character and Fukuda was mad everybody liked Shinn so much, they trimmed his shiny new invincible Gundam in FRICKING GOLD

It didn't even job. Shimon was the first one to do any real damage to the Build Burning (a superior suit) and he had to make Sekai work for that victory even still.
If you want to see the Destiny jobbing then look at Shinn's fight with Kira and Athrun after they got their upgrades. On paper the Destiny should be about equal to both but Shinn consistently got his ass styled by both.
