They marketed her on sex appeal and cosplay potential, not actual character, anon. She was never going to be a compelling character.
Sort of; after doing an origin story for Punchline where she's portrayed as pure evil Joker groupie who murdered homeless people with homemade Joker villain and the dean of Gotham University for daring to cosplay as Joker during "dress like your favorite super hero day" (done because of a recent Joker killing spree where Punchline's attention prostitute roommate was claiming she knew someone who knew one of the victims making Punchline want to kill the dean and put the corpse in the roommate's bed to traumatize/drive her insane but got confronted by the Joker for the homeless killings done with his MO and who turned the murder of the dean into her job interview to be his new Harley Quinn sidekick instead), DC put out a SECOND Punchline origin special that painted her as a goody-goody who met the Joker in high school after a tour of Gotham's main TV station, where Joker killed a newscaster and made Punchline read an announcement basically taunting Batman that he had taken the TV station and a group of students hostage. Causing her to develop a lifetime attraction to Joker because he picked her at random and the fact that she didn't show any fear when he killed the newscaster in front of her and made her read his "come and get me Batman!" hostage note on the air.
The book has an extensive narration from Punchline about how her obsession with Joker grew from that moment and some local lore shit about Joker and how he's fricked up Gotham in the past (including being the first time DC addressed the fall-out from the Joker Fish storyline, including the reveal that Joker's plan to make money off the Joker Fish came true, but not with Joker profiting from it as Gotham's Aquarium started selling plushies of the Joker fish).
