It's a tie. Arnie appeared in more top-tier action movies but Stallone proved that he could play a character in a successful drama and he also could write and direct.

Stallone never got to be in a huge Sci-Fi masterpiece like Terminator or Predator so its unfair to say.
I think you could import Sly into either of those films and they would still be masterpieces, but I don't think Arnie could have portrayed the emotion in Rocky or First Blood.
