From what I've heard, Lucy blew up in popularity between 2017 and 2022. NASB1 likely started work around 2018-2019, and she was the second most unpopular sister at that point. Fast forward to after NASB's release and she's suddenly first place two laps ahead of second place. Nick resisted her because why would you want one of the most unpopular main characters as a rep? Whereas Nick likely pushed for her to be on the cover for the sequel.

With that said, I'm not happy about the cuts. The devs already have all the assets required to bring characters from the previous game back, but aren't doing that because reasons?? The fact that we still aren't getting all four turtles in the same game is still baffling to me. For these type of gigantic crossover fighting games, more characters is almost always better because you hit as many spots of fanservice as possible while also giving players more options. To cut characters, especially this early in the franchise, is retarded.

Only characters from the same shows are going to be able to interact with each other.
If there's any cross franchise interactions then it'd be done through NPCs. For example, SpongeBob and Zim interacting through Gir as a third party.
