The designs make more sense when you realize they are actually massive MUTANT turtles, they are not supposed to look cute

It's a complete sensory overload that has nothing to do with Turtles in tone, and yes the designs are abhorrently ugly. Because of it being essentially visual noise the storylines of both films are difficult to follow and engage with, while the style itself is unappealing so both the form and the content suck.
Mayhem has very weird writing from Seth Rogen where he seemingly tries to play for the Gen Z and early Gen Alpha audience but also can't help but insert a shit ton of references for Gen X'rs and Milennials, like a third of all jokes are the references Gen Z and Gen Alpha won't get. The dialogue between turtles is hard to follow bumbling, which I get the idea behind, but Rogen is a hack so he couldn't pull off proper teenager speak. Black person April is cringe.
But also, the animation is excellent and the grunge aesthetic is much more similar that what TMNT is as a franchise. I disagree with people complaining about the ugliness of the world, I actually think the Turtles being cute or cool looking while what surrounds them is grotesque is perfect for the material and reminiscent of the first comics. It's overall has some positive things I can say about it, while Bay produced TMNT only have Megan Fox going for them.

Out of the Shadows is as close of source material Turtles we will get outside of the 1990 and 2007 films. It's those with Michael Bay designs
While the most recent is not Spider-verse but also Twitter memes and tiktok?

Bay's Turtles are NOTHING like the comics in tone. I don't know what you're talking about. I think you confuse having recognizible characters for being close to source material. Turtles are late 80s to early 90s grunge in aesthetic. Even Rise and more kid oriented 80s TV show understood that. Bay produced TMNT and TMNT Out of The Shadows have none of that. Those films instead try to ape sunny over the top Michael Bay style which they do in a very dull way and which has nothing to do with the TMNT aesthetic, it doesn't fit. The character work on the Turtles themselves borders self parody in how over the top they're. It's cringe and very forced. Mayhem has a similar issue but it's not as bad.
And again, as a movie by itself, if we go outside of "accuracy", it's hard to follow because of the sensory overload. I had a similar issue with Bay's own Transformers, but the TMNT films are like double incomprehensible, probably because the directors who made them couldn't even replicate Bay properly. And the Turtles are again - butt fricking ugly. Ugliness is a part of the franchise's aesthetic but the whole point has always been that Turtles themselves are actually cool looking, with appealing designs and those two films completely missed the point. And it's an important element.
In terms of the new one being similar to Spider Verse, obviously it's inspired by the animation, but I think they do a different enough take. I actually think it looks better than Spider Verse, much more detailed, and that's surprising, despite the high quality animation the film was actually really cheap to make. Twitter memes and TikTok yeah, a lot of cringy references, but I can understand trying to appeal to a younger audience, they need to sell toys and stuff. Bigger issue was out of place Gen X / Millenial pop culture references and badly written teenage speak, a lot of the script reeked of "how do you do fellow kids". Rogen sucks.

I completely disagree that Out of the Shadows is close to the source material and I explained why I think it's actually the furthest from it, and why, despite not being very good, even Mayhem is closer to it.

Nta but now I'm not even going to read any of your dribble and just side with the other anon. Bay movies had a lot of misses, but it's nowhere near as awful as fricking Mayhem when it comes to treating the source material. The bulkshit they did to Splinter us inexcusable. I don't care if they had a narrative reason for doing what they did, you don't frick up a positive father figure like Splinter up. To use Mayhem in any positive light is fricking stupid.

I didn't like the character work at all, but I really liked the animation and general art design they went with. While the Bay produced ones were just stylistically annoying, and when not stylistically annoying it was dull instead.
Although I'm not some mega fan of TMNT even tho I did read the comics. My position comes from how I generally treat films, I always would go for a badly written film with a style I really liked over a film that's maybe a bit better written (but still mediocre) but is very dull or annoying aesthetically.

Splinter is way overprotective of turtles in it, like obsessively. Acts like a huge c**t. Also looks very frail and older than usual, although he is still shown as a capable fighter.

                CG movie. Last year.
Movie about 4 boys who want nothing more than to be Teenagers.
                They hate being mutants.
They are incompetent at being ninjas.
                They hate being turtles.
Seth Rogan really thinks the Teenage part is what people loved about the TMNT. Specifically, being annoying American Teenagers.
Everyone loves shitting on April, but I found what they did to Splinter was the worst thing about the film. He's made into an old reclusive person who dislikes humans because of one bad incident. He's highly paranoid and over protective. Because of this, the turtles don't respect him and mock him.
In every incarnation, Splinter is the core of the family bond. Splinter loves the turtles as if they were his own sons and the Turtles love Splinter. They can be goofy about it, but their is a genuine deep love between them. Mutant Mayhem attempts to make the film some sort of "family" origin story, but it falls flat on its face since they're trying to humanize it so badly rather than just leave it as it is, an extraordinary circumstance that bonded them together.

The explanation for the new mutations was so stupid. They said that every creature evolved from something else, and so Baxter's machine merges
and mutates them into their animal ancestor. He then shoots Bebop and Rocksteady, two humans. One turns into a rhino and the other into a fricking warthog.
