It's probably bullshit in her case but it's not uncommon. I used to work at a school for rich kids and we had a few get scouted. I think it was because they had the money and means to just be in those places and it probably helped that their family could just fly them out without breaking a sweat. But then you also have shit like talent scouts going to dance competitions or things of that nature, It's really not that different than how scouts might go to high school basketball games or some shit. We actually had someone from an agency call our high school and say that they were coming to a talent show. No one believed it, but then the guy showed up with his own entourage, an actual musician that people knew, and they put on some big event at the talent show kind of taking it over actually. Was pretty cool and at least one girl got invited to come to New York which I think she actually turned down
My younger brother went to college in New York and this shit happened all the time. He was a theater major so he was around all of those types of kids. It was almost a regular occurrence that they were either at some event where a scout was talking to people or they would just randomly have someone show up on campus with a table asking students to drop by. My brother got a gig working behind the scenes on The Daily Show through this, but he ended up just being told to move boxes around when he got there and they never called him back. But then once he got scouted by some director looking for a guy that looked like him to be in some stage show, so my brother actually got to be in an off Broadway show for a short while which then led to him for some reason getting invited to very rich people's fancy parties where he just sort of walked around and made the party look more diverse.
