Piccolo sees himself as a warrior and the reincarnation of the demon king. He tells it like it is and the doc taught a Saiyan to get instincts. That's Toei Piccolo. Toei Piccolo is the number 2 guy who protects earth. It's more evident in the Garlic Jr saga where he scams the villain by pretending to be possessed and tricks him into fighting Gohan just to buy time. Toriyama Piccolo is just a magic based warrior who fears Saiyans, Freiza, and Cell have more destructive power than him.

Both Tien and Yamcha tried to kill Goku and various numbers of his friends. He would have been justified in killing them both.
Yamcha was too relatable to be a villain. He wanted to beat Goku and use the Dragonballs to get himself a woman or spread Bulma's legs open. Goku doesn't like killing when his opponent is clearly outclassed. Tao, King Piccolo, Buu, and Raditz were all at or above his level when he faced them. The others, as you say, were situations where his hand was forced. Nappa was outclassed and crippled in front of him; he was no longer a threat in Goku's eyes. Same with Recoome and Burter, and in a way frog Ginyu.
