It was only afterwards they decided it was time for a Strong Independent Harley who don't need no Joker, and wow kaboom it flops like crazy.       Comparatively she is I guess due to DC completely fricking up their other properties and giving her 3, THREE, starring movie roles. Literally more than Batfleck. Sure, 2 out of those 3 lost a frickload of money and managed to destroy sales on what was otherwise a pretty damn popular piece of merch with the costume, but she's pushed enough by now I'm sure more people know of her than they do Flash or Green Lantern. Sure, Shazam made more money in straight 1-1 bouts with BOP and SS2, but the exposure of a loose costume and one really successful movie probably put her far ahead of that guy.

      She's not a draw on her own, she clearly needs Joker or Batman to carry her red shorts laden ass, but she's to say she's not popular isn't totally true.

      She had one planned in the wake of the animated movie that got shitcanned because the animated movie sold terrible compared to the other ones on release. It would have a decent staying power in the coming year and go from flop to mild success, but by that time they'd already figured that WW animated wasn't going to sell and moved on to developing what would eventually become the Green Lantern Animated Series to tie into their upcoming Green Lantern movie, as WW was still ice cold as far as movie prospects goes. Despite rumors of them cancelling it for yet more Batman, BATB being eventually concluded in favor of a darker batman had been decided wholly independent of that. Following WW's hit movie, they were pushing Justice League ahead, hence Justice League action for all that lasted, and after that Harley was the New Hot Thing.
