I always wonder, remember when Aang died from Azula's lightning and was revived?
Could a new Avatar have been born in that brief time?

Even if you don't count for Korras retconned lore, even in the original the reincarnation was not reincarnation as most people are thinking of. They are not literally the same souls, they are completely different people with different personalities, taste, opinions etc.
All the avatars have in common is merely a link towards each other, nothing else(in regards to souls)
And if we do take Korras lore into account, then being the avatar is literally just a spirit living inside you that gets transferred from person to person.
It would lead to interesting conflict because Azula is the child Ozai wanted so to have to kill her to make sure his reign goes on would lead to some inner conflict on what he wants and needs along with Azula not knowing how to feel that the last person she thought loved her in some way wants her dead

To hand over the position of Fire Lord to her, he had to create an even greater one so that he'd still be perceived as the most important and magnificent being on the planet.

-It could have been so complete, that Avatardom couldn't advance to the next level and is stuck on Fire Nation and does whacky shit to the avatar
-or the previous Avatar was Earth, replacing Fire Nation as the principal aggressor(Bird is Weak to Rock so there could still be an Air Genocide in this scenario)
the idea of trying to genocide the Air Nomads of all people without a comment giving you a frick you 10000% boost in power is terrifying. Especially the idea of fighting on a mountain top as an earthbender
If her avatar abilities manifested early then she probably wouldn't have the same upbringing she did. Without Ozai nurturing her worst qualities who's to say how she'll turn out. Even if she's still a clinical psychopath she could have a solid moral compass ingrained into her by Ursa or Iroh or someone else.
