I'm 100% convinced that Azula wouldn't be near as popular or memorable if the beach episode never aired. For every other character the beach episode is just more of the same. For Azula it is an unique look into the real her.

Basically shows like Avatar are just offputting to a chinese audience because it's just hodge podge of asian elements mashed together for the sake of the visuals or aesthetic but the actual foundations, themes, and ideas are very western. Another example would be that Awkwafina movie about the terminally ill mom whose condition is kept from her by her family to keep her at piece, the film was framed from the perspective of how a westerner would view such a practice (despite most of the characters being chinese) and it was a relatively big hit in America but it wasn't a big deal in China, because that sort of thing is already normal there.

Real non-shitpost answer is because it's too expensive to hire Americans to animate. Animation is an incredibly tedious process so it's far more convenient to get the rough animation done by the main studio in America and have the real work shipped off to a place with a far cheaper workforce to do the manual labor of the process.
Incidentally before Korea became the go to, it was Japan. But Japan's own animation industry boomed and it became too expensive to hire their animators. And now Japan is in a place where it does the exact same thing and outsources animation.
Japan just straight up outsources work to literal teenagers and Twitter users nowadays.

Book 1: Water is A New Hope. Not much truly ambitious storytelling but we're introduced to a great new world and characters we instantly like. The finale is an incredible spectacle that wows us out of our seats.
Book 2: Earth is The Empire Strikes Back. New characters are introduced, and deeper, more ambitious writing is given to the characters we've already met. The villain faction also regroups after their defeat in the first book/movie, and becomes far more successful and far more ruthless towards our heroes. The finale features our heroes suffering a significant defeat, and barely escaping with their lives. A downer ending, albeit one that nonetheless carries some hope.
Book 3: Fire is Return Of The Jedi. The final clash between the evil empire and our plucky band of rebels. However, though there are some truly amazing moments in the book/movie, questionable decisions about pacing and certain character arcs bog the book/movie down and it doesn't really reach the heights of its two predecessors. The finale is meant to be spectacular, and features our main hero in a moral dilemma about what to do with the villain. However, again, there are certain decisions made that drag it down and leave the ending more of a mixed bag than an outright triumph.
