      If Bruce is part of the League you could get a scenario where he objects to Ra's' leadership yet, he does not fully abandon the League and either the League splinters or Bruce successfully usurps Ra's - it could even be that Ra's glady envisions Bruce killing him for leadership, finally giving him rest and being a final test.

      What would a DC world in which Bruce accepts becoming Ra's' heir look like?

      Bruce in charge of the League may refocus its efforts towards what we typically associate as Batman's goal: so Bruce coopting it as a tool to wage war on crime. Presumably such Bruce does not have a no kill rule, which has all sorts of implications. This Bruce is probably also not Gotham centric, instead operating globally, and although not magical we easily could be looking at a Bruce with mysticism. Reasonably this Batman has a different relationship with other heroes (either them considering him a villain or a hero whose methods they disapprove of and thus keep at a distance); the Justice Society/League may not be financially backed by Batman.

        Even if Bruce disagrees about specific goals. Bruce choosing to kill Rhas would validate Bruce as his successor in Rhas’ mind, the fact he’s willing to kill to achieve his goals means he is ready to be the head of the demon. And the fact he won means he must have the right goals

    The Justice League would constantly outsmart or overpower him and his various schemes would fail. It's essentially exactly the same as Ra's becoming a JL supervillain full time. Remember, Good Triumphs Over Evil is a law of existence in the DC universe.

    if we go with Wayne not becoming Batman or a Batman that is not in Gotham, is there anyone who could become an alt premier hero for Gotham? Wayne not go the typical route wipes out the vigilante careers of Grayson and Barbara Gordon and so on.

      Azrael is perhaps the most likely candidate. The main issue is he, or pretty much anyone else, will not command the same resources Batman could. Another candidate could be the Creeper.

        Without Batman, JPV would basically have gone all in on his programming and have been funded by St. Dumas to go on a crusade- he might've not stuck to Gotham, either.
        upstarts like Orpheus probably would've gotten taken down quick.
        Cass might've come to Gotham and stuck around a bit, though without any direction or ties she'd blow through after saving Gordon.

              said, Bruce being in charge of the League of Assassins does not automatically mean he has become a supervillain concerned with eco-terrorism or world domination. Bruce could be both the Demon's Head and crimefighter Batman, the key difference now being he has a bunch of ninjas to command. He still sets up his base of operations in Gotham but, now additionally he has agents based in Bludhaven, Hub City, London etc. The League of Assassins ends up being a mix of its original form, the Batfamily, Batman Incorporated and something like the Justice League or Outsiders.

    Pretty sure that was the concept behind one of the recent "evil alternate universe" plots in one of the 500 events DC had in the last few years with "dark" in the title. No, I can't be bothered to remember it except that it was gay as frick.
