Even if Bruce disagrees about specific goals. Bruce choosing to kill Rhas would validate Bruce as his successor in Rhas’ mind, the fact he’s willing to kill to achieve his goals means he is ready to be the head of the demon. And the fact he won means he must have the right goals

Bruce could be both the Demon's Head and crimefighter Batman, the key difference now being he has a bunch of ninjas to command. He still sets up his base of operations in Gotham but, now additionally he has agents based in Bludhaven, Hub City, London etc. The League of Assassins ends up being a mix of its original form, the Batfamily, Batman Incorporated and something like the Justice League or Outsiders.
