They have and still kinda are setting it up ever since the dawn of the comic, so i guess? The whole story revolves around it.
Here's what i think happened. Back when she first started, Taeshi wanted to create a simple, cute romantic story about anthro school cats. She had her vision of what was romantic or cute and all when she was younger, and she molded the story based on that vision. When the story started getting attention and she got older, her vision changed, and, maybe based on what other people said was ok, or due to a change in her own perception of things, she started to think that lucyxmike should not happen anymore. The problem with that is that the whole story is centered on this couple. If they don't make peace with each other, what the hell is this story even about anymore?
I swear i'm not hating on taeshi or suitcase. Like i said on other posts, i understand and i sympathize with her, but i just don't like the direction the story has been going for years now.
Daisy x Paulo is the new target. She's clearly into him and he's desperate for a real relationship. Mike and Lucy getting together after Sandy is out of the picture is just recycling the leftovers but it'll happen eventually. Wouldn't be too surprised if they become a group of swingers, though.
At this point of the comic I'd say Paulo/Daisy has had more development on screen than Mike/Lucy, since we've had the better part of a decade with grey and white cat not even talking to each other.
If only the PxD development was more dynamic and not forced. For godsake the last moment between them had em talking about how they were attracted to there own gender

Daisy is girl dealing with never being wanted romantically, Paulo has the problem of being to sleazy and trying to reach someone unattainable, so them getting together is a "frick it you'll do" situation. There could be moments to change that, but those are a long way off.
There's also that the relationship can be seen as doomed to fail, eventually copying what happened with Paulo's parents. Paulo's mom left his dad for greener pastures, because he was ambitionless and fine living in a ghetto. Meanwhile Daisy has ambitions of becoming a doctor, while Paulo is fine flipping burgers the rest of his life.

This is why I actively dislike PauloXDaisy. I can accept boring ships, I can accept ships without much romantic chemistry or tension. But the backstory and implications of Paulo and Daisy's characters make them getting together really depressing. It'd be extremely difficult to write it such that their "big triumphant romantic confession" wouldn't seem like they're just giving up and going with the path of least resistance.

Like, the whole sub/dub anime autism chapter was basically Paulo getting dragged along to something he didn't enjoy by Daisy. Pretty sure the whole appeal of Daisy x Paulo is that she can "fix" him, he's like August Light - but with less criminal drama and sadness.
Paulo is the underachiever jerkass with a heart of gold, who is eager to find someone he can be real and open about. But he's had trouble shedding his bad-boy womanizer persona.. he's incredibly flaky and still wants to frick everyone. His underachiever poor aspect is "lifted up" by Daisy.
Daisy is the trope of the girly-girl that's treated like everyone's sister, she is meant to be super smart but we only ever see her acing tests and not much more. She is two-faced and wants the lime-light but is too butter-faced in comparison to Lucy. She is also extremely flakey and fake.. which I guess that much she has in common with Paulo.. sorta kinda. She's from a well-off family and an overachiever.
I assume Suitcase's hardon for this ship (which he is the biggest fan of) is the good girl helping the bad boy. They threw in them both randomly being bisexual but only enough to gawk at the same-sex, never commit. They both are leftovers from more popular ships and kind of settle for one another.
I don't think they have all that good of chemistry, Daisy is as blushy and uwu with Paulo as she is any other crush. Paulo is distant and acts the same sappy way as he does with any crush. They don't even have that childhood friend vibe, they barely seem close.

The second thing is how bad Lucy gets when she's pissy at even the slightest thing. She and Mike are on the same level of Sperg, if she isn't actually worse than him.
Sue would need to be called out if she did mess something up but Lucy would go so far that it would be hard to logically see her in the right.
All Sue would really need to do is act like Lucy could use her help. Worst Cat hates the idea she's not Miss Independent, no matter who brings it up.
