X-wings have a different purpose, in ANH they're launched from a planetary base and they act more like torpedo bombers than straight fighters. TIEs are, well, tied to capital ships and there are multiple specialized TIE designs for different purposes. With the superior resources of the Empire, I would imagine they preferred easy to replace, cheap fighters that were single purpose as opposed to multi-purpose "workhorse" fighters that were more expensive and required better trained pilots.
TIEs themselves were easy to replace. The pilots weren't. Their schooling was long and arduous, most washed out, and those that passed usually died on their first mission.

Incom made the Z-95 Headhunter and ARC-170 for the Republic which became the Empire. Incom was then an Imperial company and the only reason the Rebels got the X-wings was because some of the staff defected with the prototypes.
