That's Martin from Young, Gifted and Crude. His character was that he was a super genius that was using a computer to make himself smarter but Beavis and Butthead pulled the plug and it gave him permanent brain damage, causing him to be transferred from the gifted class to B&B's class.
The new character is Cody, he's this kid that hates B&B but puts up with them. He's kind of a meaner Daria that despises the duo even though they're the closest thing he has to friends.
