I liked the beginning with Kamille joining AEUG, thought it was best when they got to Earth. Once they return to space, I began to lose interest. So many dumb female characters, Reccoa, Sarah, Rosamia.

I disagree. It was great until they went to Earth and became a total slog. Then became top-tier in episode 26 till the end

Haman and Reccoa scene are great, I agree the whole Rosamia arc feels just like a rehash of Four and slowed down the story quite a bit though
ZZ entered production during Zeta's second half which is why the animation is noticeably worse and the show shifts to more episodic scripts as they probably had to throw out half of what they had written up.

In an interview with Newtype (published in the November 1985 issue) Tomino claimed to have begun planning for the sequel in July (around broadcast of Z episodes 18-20). And ,thanks to the LD Memorial Box including them as special features (picrel), we know for a fact that the official proposal for ZZ (as just 'Zeta Gundam Part 2') was submitted October 8th, and the first official outline for ZZ's story was written October 13th (the day after Z ep 32 aired). From those drafts, we can see that they already had a clear idea of where Z's story was going to end by that point; Scirocco and the Titans would lose the war, but Haman's Axis Zeon would survive and become the main antagonists for the sequel, while Kamille gets veggie'd to clear space for a new protagonist. From the production info we have available, there's no reason to believe any of what you just said was true. Instead, it looks like they already knew well in advance what they were going to be doing
