They knew they'd cast a shitty non-actor in the lead, so they went hard and raised their game on *everything else* in the movie. Diana Rigg was both a smokeshow and a legitimately great actress; Telly Savalas was the best Blofeld by far; strong script that sticks closely to the book; outstanding music; great direction and editing; incredible stunt work (and while Lazenby couldn't act, he had legit martial arts skill and looked realistic in a fight). It's such a damned good film.
For as much shit as Lazenby gets for OHMSS, I think his performance in the final scene with Tracy in the car is perfect. I don't think Connery could have pulled it off.
