The dog wasn't stopping him from doing shit. In that situation, having a guard dog would benefit him. He had a mangled foot. It was just a weird choice and the only reason the dog didn't die was plot armor. It still made Thaddeus look like an awful moron.

FEV + a lot of radiation = ghoul
FEV + minimal radiation = super mutant
He's probably going to turn into a super mutant in the next season, considering they haven't introduced super mutants yet.
